I loged into the ga ads accound, the defaault also takes me to the payment page finally and below it the ads for experts option, that also at the end takes me to the payment page. HI Medhavi,

You should opt for the expert mode, and at the payments page , pls do the following:
1) Change Automatic payments to Manual payments
2) Pick payment option like "money transfer" 
now you'll be able to move ahead, and create your campaigns.
