Advertise (you ) are running the ad and hence you need to pay. Google receives the money and may share it with the website owners where the ads are running. If the ads run on Google search which Google owns , then Google keeps all the money. If ads run on times of India website through google ads network , then Google will split the money it has received from you with Times of India
